Old Lyme Board of Selectmen
Regular Meeting: Monday, 15 November 2010

The Board of Selectmen held a Regular Meeting at 7:30 PM on Monday, 15 November 2010 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

1. Approval of Minutes:         18 October and November 1 2010 (Regular Meetings)
                                23 October and 3, 12 November 2010 (Special Meetings)
                                
Selectwoman Reemsnyder moved to accept the minutes of (Regular Meeting) 18 October 2010 with a few grammatical corrections.  Selectman Sibley seconded the motion.  SO VOTED.

Selectwoman Reemsnyder moved to accept the minutes of (Regular Meeting) 1 November 2010.  Selectman Sibley seconded the motion.  SO VOTED.

Selectwoman Reemsnyder moved to accept the minutes of (Special Meeting) 23 October 2010 with the following change.  She felt that the Selectmen's responses were not reflected.  It is important to state that the Board of Selectmen did support what the Beach Associations were trying to accomplish, and would consider paying one-third of the cost of the Sheffield Brook study.  The Board of Finance elected not to fund one-third of said study, therefore the Town would not share in the expense.   Selectman Sibley seconded the motion.  SO VOTED.

Selectwoman Reemsnyder moved to accept the minutes of (Special Meeting) 3 November 2010.  Selectman Sibley seconded the motion.  SO VOTED.

Selectwoman Reemsnyder moved to accept the minutes of (Special Meeting) 12 November 2010. Selectman Sibley seconded the motion.  SO VOTED.


2.  Communications
First Selectman Griswold read an email dated November 9, 2010 from Town resident J. Ranelli.  The letter concerns going into Executive Session by the Zoning Commission and the Board of Selectmen.  Mr. Ranelli believed that the motion as worded was out of order.    Mr. Ranelli states that he expressed his concern during the meeting, and it was dismissed with a hasty and inaccurate statement from a taxpayer-funded resource attorney.  First Selectmen Griswold will check with Ann Brown and inquire if Zoning has responded to Mr. Ranelli.

4.  Old Business

a. Recommend Open Space Commission and Sound View Beach Commission Ordinances to a Public Hearing and a Special Town Meeting

Open Space Commission
The latest draft of the Open Space Commission Ordinance was reviewed.  Selectwoman Reemsnyder and Selectman Sibley felt that there was not exact language in the Ordinance naming the Boards and Commissions that should be kept in the loop, such as the Conservation and Planning Commissions.  Selectwoman Reemsnyder will contact Attorney Casella on Tuesday to inquire about the language.   

Sound View Beach Commission
The final draft of the Sound View Beach Commission Ordinance was reviewed.  The Selectmen, along with Frank Pappalardo, Chairman of the Sound View Commission Formation Committee, will request that the sentence under Establishment be changed to:  There is hereby established the Sound View Commission for purposes of preserving, promoting and assisting in the further development and use of the resources of the Sound View area, which area is more particularly described in Schedule A of this ordinance.

The Board of Selectmen will request a Public Hearing on 30 November 2010 at 7:30 PM where both the Open Space Commission and Sound View Beach Commission Ordinances will be considered.  This would be held in the Meeting Hall of the Old Lyme Memorial Town Hall.

b. Automated Single Stream Recycling – Recommendation to the Board of Finance and a Special Town Meeting
First Selectman Griswold stated that at a Special Meeting both bids were rejected.  He had since spoken to a representative from Shoreline Sanitation, and consequently $16,000 was trimmed from their bid. The Selectmen felt that Single Stream Recycling is the right thing to do.  The Carts would be delivered in April and pick-up could begin by 1 May.  

Selectwoman Reemsnyder moved to recommend to the Board of Finance and to a Special Town Meeting that Shoreline Sanitation's Contract be expanded to include Single Stream Recycling by automatic pick-up for four years beginning 1 July 2011.  Selectman Sibley seconded the motion.  SO VOTED.

Selectwoman Reemsnyder moved to appropriate an amount not to exceed $30,000 for the start-up process for Single Stream Recycling by automatic pick-up for the months of May and June 2011.  This would be incorporated into the present Shoreline Sanitation contract ending 30 June 2011.  Selectman Sibley seconded the motion.  SO VOTED.

First Selectman Griswold explained that the estimated cost of buying, transporting to Old Lyme and distributing the carts in Town is $260,000.  The Town has $175,000 from the CRRA money and $46,000 from the grant, with a total of $221,000 on hand, leaving $39,000 as a net expense.  The gross amount of $260,000 has to be approved by the Town, even though there is money on hand.  

Selectman Sibley moved to recommend to the Board of Finance and to a Special Town Meeting the appropriation of $260,000 for the acquisition and distribution of 4,700 carts to be used for Automated Single Stream Recycling.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.

c. Church Corner Update
The bluestone sidewalks are complete, which means that American Industries has completed their work.  The Selectmen discussed having an as-built record on file for the Church Corner Project and agreed that it should be done.  Cost estimates to have this done ranged from $3,000 to $5,000.  This will be referred to the Board of Finance for their input.

d. Town Pension Contribution – Funding Proposal
The Selectmen reviewed the Town Pension Contribution Funding Proposal revisions, which changes employee pension funding from annually to quarterly (funded in arrears).  The Selectmen support this change.


5. New Business
a. Town Hall Phone System
The Committee has recommended the purchase a new phone system from Digital for the Town Hall.  The present phone system is dated and inefficient.  The cost is estimated at $10,700.

b. LYSB – Community Action for Substance Free Youth
The LYSB has done a tremendous job on a program called Community Action for Substance Free Youth.  Through a grant, staff was hired in 2009 to do a survey regarding substance abuse in Town among our youth.  The survey found that there is a problem in Old Lyme, but with many positive comments made about the kids.  This survey was also done in 2006, and it was determined that there has been a great improvement in middle school aged kids and those in their first year of high school.   Selectman Sibley will write a note to Mary Seidner, Director of the LYSB, suggesting that they put the presentation on Public Access TV.

c. Veterans Day Observance
The Middle School and High School both hosted Veterans Day Ceremonies.  First Selectmen Griswold stated that they were remarkable.  The Selectmen thanked the students for doing such a fine job.

6. Public Comment - None        

Selectwoman Reemsnyder moved to add Acceptance of an Emergency Management Performance Grant to the agenda under New Business (d.).  Selectman Sibley seconded the motion.  SO VOTED.


5. New Business
d. Acceptance of an Emergency Management Performance Grant
This is a grant of $3,385 to support nearly 50% of the Emergency Management Director's stipend.  

Selectwoman Reemsnyder moved to authorize First Selectman Timothy C. Griswold to execute and deliver on behalf of the Town of Old Lyme to the State of Connecticut Department of Emergency Management and Homeland Security any and all documents which it deems to be necessary or appropriate.  Selectman Sibley seconded the motion.  SO VOTED.


7. Other Business
First Selectman Griswold reported on a letter from Steve Ross, a resident of Old Lyme, suggesting that an Ordinance should be considered that would protect the water supplies in Old Lyme from activities that could deplete them.  A copy of the letter had been sent to WPCA.

Selectwoman Reemsnyder reported that on Sunday she had attended a ceremony where twenty-five girls in Old Lyme had received Bronze and Silver Awards.  She had extended congratulations to the girls from the Board of Selectmen and presented a Proclamation from the Selectmen.  Special thanks to Cathy Frank for helping them with the creation of Proclamations.

Selectwoman Reemsnyder bought up the issue of lights on Olivia Lane.  Olivia Lane was accepted as a Town Road, and there are three street lights on the Lane.  It needs to be decided if these lights are the responsibility of the Town or the Homeowners Association.  In the future this will need to be considered in the acceptance of Town Roads.  First Selectman Griswold is looking into the matter of the lights on Olivia Lane, and he should have more information soon.

Selectman Sibley reported that he met with Dr. Greg Hack regarding improvements for the Waterfront at Haines Park.  He will be forthcoming with a recommendation to form a project committee.  They will develop ideas on how to proceed.

The next Board of Selectmen's meeting will be held on Monday, 6 December 2010 at 7:30 PM in the Meeting Hall of the Old Lyme Town Hall.


8. Adjournment
Selectman Sibley moved to adjourn the meeting at 9:22 PM.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
